In a fully developed human being, morality will be fully independent from legality. Morality is present in very young children and is considered innate in the human species. Legality is a result of civilization and reflects the will of those in power.
The morality of a society is revealed by its laws. Its legal structure reveals its values, particularly who is considered human and worthy of citizenship and the privilege that affords.
